What's going on inside the B15 site? Are they really facing site access issues, or is it just storage?

Here's something that should be addressed at the next Atlantic Yards/Pacific Park Quality of Life meeting, on July 10: what's going on at the B15 site, just east of Sixth Avenue, between Dean and Pacific streets?

That's supposed to be the site for a 27-story tower, with a school at its base, announced in December 2015. But construction has been delayed, as stated at various public meetings, because of site access issues with one neighbor (a legal case since resolved) and another. A 2021 opening is a best-case scenario.

But is that the full story? Based on photos, below, taken through a window into the site, it sure looks like it's also being used for staging materials for the project. And the photo at bottom, taken from a distance, shows a truck exiting the site.

Moreover, the decision to build the tower is a business decision, and the change in the 421-a law, which no longer makes 100% market-rate buildings viable, means the financing plan and building program likely will change.
