For AY CDC meeting, belatedly-posted Agenda leaves less than a day to post (clairvoyant) public comment

What's up with tomorrow's meeting of the (purportedly advisory) Atlantic Yards Community Development Corporation, or AY CDC? 

Note: there's a meeting of the parent Empire State Development (ESD) board on Thursday, which means it's possible the AY CDC will be asked to rubber-stamp a change in the project.

Remember, comments on AY CDC Agenda items are welcome, if submitted by 4:30 pm today to AYCDCBdMtg@esd.ny.gov. Webcast for the 3 pm meeting will be here.

The only problem? The Agenda wasn't posted until about 1 am today. The public comment period was extended until 10 am Tuesday.

And, of course, even when the Agenda is available, it's typically vague. This one includes approval of the AY CDC's budget, approval of a contract for a project consultant, plus an update on Community Relations and Construction, plus (nearly clairvoyant) Public Comments.

My comment

So, my provisional public comment is below.

ESD's practice--not just with this body--regarding public comment is a farce. 

First, the requirement to comment on Agenda items before they are actually aired--as opposed to after they are discussed, which is the practice with in-person meetings--requires clairvoyance regarding the content of the discussion.

It also requires clairvoyance regarding the details of the Agenda items, which are typically described in the most general and vague terms.

Third, the extremely limited window of opportunity to comment--less than one day, if at all--requires extreme nimbleness by those willing to pursue clairvoyance. The Agenda was not posted unitl about 1 pm Monday, barely 3.5 hours before the originally announced 4:30 pm deadline. 

Obviously if the deadline can be extended until the day of the event, there was not rationale for cutting it off at the day before.
