An alarming day around Pacific Park construction: water jets shooting out of B4 tower, strange buzzing sounds from B15 (with video)

After sending the video late last night to Scott Solish, the Greenland USA executive who serves as project manager, I was told that it was a fire system test. (The building, at the southwest corner of Sixth and Atlantic avenues, is being constructed by Greenland and The Brodsky Organization.)
OK, but... why weren't neighbors alerted?
Indeed, why didn't Greenland, via Empire State Development, circulate the regular two-week Construction Update, which is supposed to tell neighbors of upcoming work?
The most recent update circulated, as far as I know, covered the two weeks starting July 12. I didn't notice the lapse, nor--apparently--did ESD, which is supposed to both oversee and shepherd the project.
(I'll update this when I know more.)

In the afternoon and evening, neighbors near the B15 tower (487 Dean St., 662 Pacific St., 37 Sixth Ave.) reported a disturbing loud buzzing sound from that building, as shown in the video below.The noise was so loud people couldn't sit outside and have a conversation halfway down the block, I was told.
Solish's response: "The B15 project team was made aware of the noise earlier this evening and went to the site to resolve the situation."
