Not only did Greenland/ESD fail to issue Construction Update citing fire system test at B4 tower, document shows work began before permitted hours, and that work was claimed to be done "within an enclosed building." Nah.

When, two nights ago, I sent a video of jets of water shooting out of the windows of 18 Sixth Ave. (B4), the response Greenland USA project manager Scott Solish was that it was a fire system test. The implication: no biggie.

Well, at the very least neighbors--who saw significant water on the street below--should've been alerted, via the two-week Construction Update or a special notice.

But no Construction Update, for the two weeks beginning 7/26/21, was prepared by Greenland and circulated by Empire State Development. They simply skipped two weeks.

Even if they had circulated it, they may not have mentioned the fire system test, because the After-Hours Variance Permit, for 24 hours starting Thursday 8/5/21 at 6 pm, wasn't issued by the NYC Department of Buildings until 7/29/21.

Two violations suggested

And a look at that permit--screenshot below--suggests two violations. 

First, I'm told the work was around 3 pm on Thursday. And while the permit says "we are looking to run 3 fire pump tests to begin after 3:00 pm on Thursday," with each test lasting three hours, the permit allows work starting at 6 pm

Second, in response to the question, "Is all work being done within an enclosed building?" the answer checked was Yes. As the video and screenshot above show, the work clearly extended beyond the permiter of the enclosed building.
