From the latest Construction Update: more intense work at B12/B13 site, including sidewalk shed. Belated candor on after-hours work (+ never mind that they skipped two weeks).

Well, they missed a two-week Construction Update, nobody noticed (until two days ago), and the omission of an after-hours permit was consequential for neighbors--and those responsible neither explain nor apologize.

The latest Atlantic Yards/Pacific Park Construction Update (bottom), covering the two weeks beginning Monday, Aug. 9, was circulated yesterday at 1:21 pm (lead time) by Empire State Development (ESD) after preparation by Greenland Forest City Partners.

New work on southeast block

At least according to the passages marked in red, there are two announced changes, both at the B12/B13 (615 Dean St./595 Dean St.) site between Carlton and Vanderbilt avenues:
  • Installation of the East Tower Hoist and Loading Dock complex to begin. 
  • Sidewalk Shed installation to continue. Coordination with 550 Vanderbilt Ave. to temporarily shut down a portion of courtyard to facilitate installation of sidewalk shed / overhead protection to continue. Work projected to be completed by weekend of 8/16.
Those indeed are new compared to the Update issued four weeks ago. However, it's not clear whether they're new compared to the Update that should've been issued two weeks ago, since it was never circulated. And the words "to continue" suggests the sidewalk shed installation is not new.

Belated candor on after-hours work

After months of omissions, and being called out in a question at the last Quality of Life meeting, ESD is finally including after-hours permits for work conducted for developer TF Cornerstone at the B12/B13 sites. It shouldn't have taken that long.

After-hours work continues

Regarding after-hours work at B4 (18 Sixth Ave.), the Construction Update accurately lists weekday work 5 am to 10 pm, Saturday work 9 am to 5 pm, and Sunday work 9 am to 5 pm. (In the previous two-week period, the hours were similar.)

Regarding after-hours work at B15 (662 Pacific St.), the document accurately cites weekday work 6 am to 10 pm and Saturday 9 am to 5 pm, and Sunday work 9 am to 5 pm. (In the previous two-week period, the hours were similar.)

Regarding after-hours work at B12 & B13, the document accurately states weekday work hours are 6 am to 6 pm, with that early work continuing from previous weeks. It also says Saturday work is from 9 am to 5 pm, though no permit has been issued yet. The most recent permit, for 7/31/21, cited work 9 am to 3:30 pm.

Remember, such after-hours work allows the developers to meet their schedule. That takes priority over neighborhood impacts.
