From the latest Construction Update: relocation of a fence. Unmentioned: effort (not yet approved) to start weekday work at 6 am at site already disrupting neighbors

The latest Atlantic Yards/Pacific Park Construction Update (bottom), covering the two weeks beginning May 3 was circulated yesterday at 11:44 am (lead time) by Empire State Development (ESD) after preparation by Greenland Forest City Partners. 

There's only one contrast with the previous Update regarding expected work: at the B12/B13 site on the southeast block of the project, between Carlton and Vanderbilt avenues, "Relocation of Pacific Street site fence to northern side of Pacific Street shall commence."

That seems to outline an extension of the work area, with trucks then going inside the fence rather than being outside it. 

Something more significant was not mentioned in the Update, however. As described below, and shown in the screenshot, the Update does not mention a potentially significant impact on neighbors: an effort, so far unsuccessful, to start weekday work at 6 am at the B12/B13 sites, which are designated 615 Dean St. and 595 Dean St.

Those construction sites are in between the existing 535 Carlton Ave. (B14) and 550 Vanderbilt Ave. (B11) residential towers, and already residents, especially from 535 Carlton, have contributed to a spreadsheet outlining disturbances from construction. 

As the organizer told me, she's been woken up ""every morning at like 6:59 am, with my bed practically vibrating from the noise outside." Will that be starting at 5:59 am, if the variance is approved?

After-hours work continues 

Regarding after-hours work at B4 (18 Sixth Ave.), the Construction Update accurately lists weekday work 5 am to 10 pm and Saturday work 9 am to 5 pm. It also lists Sunday work 9 am to 5 pm but there's no after-hours variance yet.

Regarding after-hours work at B15 (662 Pacific St.), the document accurately cites weekday work 6 am to 10 pm and Saturday and Sunday 9 am to 5 pm.

Regarding after-hours work at B12 & B13 (615 Dean St. and 595 Dean St.), the document states that "Saturday work will continue during this reporting period." No time is cited, but today's variance is for 7 am to 3:30 pm, as with the four previous Saturdays. Before that, the work was from 9 am to 5 pm.

Not yet approved: 6 am work at B12/B13

As noted above, the Update does not mention another after-hours variance so far unsuccessfully pursued by the builders of B12 and B13: a desire to start weekday work, beginning this Monday, 5/3/21, at 6 am.

As shown in the screenshot at right, the reason for such work--what may be a catchall term--is "public safety," while the reason for rejection was "other." So it's unclear whether and how quickly the application can be refiled and approved.

The work is described as "MOBILIZE AND WARM UP EQUIPMENT (CRANES, GENERATORS, ETC.), ERECT SUPERSTRUCTURE ELEMENTS (FORMWORK, SHORING, REBAR), CONCRETE PLACEMENT. WORK INCLUDES CRANE USE (CN # 77/21)."
