From the latest Construction Update: incremental change at B12/B13; no update on long-teased platform, key to construction over railyard

The latest Atlantic Yards/Pacific Park Construction Update (bottom), covering the two weeks beginning yesterday (Monday, Oct. 3), was circulated at 10:51 am yesterday (late) by Empire State Development (ESD) after preparation by Greenland Forest City Partners (GFCP), which is dominated by Greenland USA.

Again, it didn't tell us much. I saw little new compared to the previous update, and the document again excludes the most dramatic change around the project footprint--the work at the arena plaza for revamping of the pavement and other features.

A small amount of change is indicated in red. Now that the restoration of the sidewalk on Atlantic Avenue just west of Sixth Ave. outside the B4 tower (18 Sixth Ave., aka Brooklyn Crossing) is substantially complete and open to pedestrians, we now have a date for completion of a restored median on Atlantic and paving a portion of the avenue: the end of this month.

Also, outside the B12/B13 sites (aka 595 Dean Street), courtyard fencing between the east tower (615 Dean) and 550 Vanderbilt Ave., as well as the west tower (595 Dean) and 535 Carlton Ave. has been completed.

Also on that southeast block, not indicated in red--a lapse?-- but new is that "the Site improvements and landscaping subcontractor will blow soil onto the roof setback planter areas." Exactly how much is unclear. 

Note that the text of the update refers to the "park space" on that block, though it had previously been called "open space." Well, it's publicly accessible, but privately managed.

Platform work may start 

For more than four months, they've suggested that the preparatory stage of platform work--crucial to three of the six towers over the Vanderbilt Yard--will finally start, but it still requires, as stated permits to constrain sidewalk access and traffic around the block bounded by Atlantic Avenue and Pacific Street and by Sixth and Carlton Avenues. 

That's the first block of platform work. At the most recent Quality of Life meeting, we were told by a Greenland USA rep--dubiously, in my view, since it hadn't disclosed before--that the main delay was cause by unfinished water main work on the south side of Atlantic. That work was finished last week, but we haven't learned any more.
 
Afer-hours work continues; again incorrect 

Regarding after-hours work at B12 & B13 (615 Dean St/595 Dean St.) on the southeast block, the document accurately says there's a variance for work to start at 6 am on weekdays. That variance begins tomorrow, and the previous variance ended yesterday.

It also says "Saturday work from 9 AM – 5 PM will continue."  As with the past months, the most recent variance, for Oct. 1, was 9 am to 5:30 pm.

That continues a pattern. They--GFCP and site developer TF Cornerstone--just don't care about getting it right. Nor does the state authority ESD.
