From the latest Construction Update: still failing to acknowledge after-hours weekday work starting at 5 am and lasting until 10 pm

The latest Atlantic Yards/Pacific Park Construction Update (bottom), covering the two weeks beginning Monday, Dec. 14 (today), was circulated Friday, 12/11/20, at 3:30 pm (lead time) by Empire State Development (ESD) after preparation by Greenland Forest City Partners.

Again, as noted multiple times, including my pointed comment at last week's Atlantic Yards Community Development Corporation (AY CDC)  meeting, the Construction Update continues to misleadingly under-describe the after-hours Variances (AHVs) available at the site, including weekday work starting at 5 am and lasting until 10 pm.

Even if, as claimed at the AY CDC meeting, such early work is not disruptive and such later hours are available but not taken advantage of, the Construction Update should still accurately describe the scope of the AHV. It doesn't, as noted below.

Construction progress

At B15 (662 Pacific St.), the exterior brick facade of the building has progressed through the 26th floor--previously the 21st--and window installation has progressed through the 18th floor, according to the Update.

At B4 (18 Sixth Ave.), the concrete superstructure program has progressed through the 50th floor. Previously it was the 48th.

After-hours work

Regarding both B15 and B4, the update states:
  • In addition, there is an After-Hours Variance in place for all work from 6 pm – 9 pm and for Deliveries, Garbage Removal, Hoist and Crane Operation from 6 am until 7 am.
  • Saturday permits when received, are for all work starting at 9 am until 5 pm.
In reality, B4 has an AHV to start work on weekdays at 5 am, and work on weekdays until 10 pm, as shown in the screenshot at right.

It also had an AHV for Sunday work yesterday; another could be issued in the next few days. (Here's the list.)

Also, B15 (AHV list) sought an AHV to work on weekdays this week until 10 pm, but that was denied. A previous request to work the past two Sundays was denied. The AHV to start work at 6 am is "in process."

Saturday work at B12/B13

At the B12/B13 sites (615 Dean St. and 595 Dean St.), there are now times (as I previously wrote, though not disclosed in the previous update) associated with previously announced Saturday work: 
Excavation and Foundation work, including delivery of equipment and materials, removal of soil materials and installation of foundation materials including tie backs and lagging will continue during this reporting period. Appropriate dust and noise mitigation measures are in place for all activities. Saturday work from 9 AM until 3:30 PM may commence during this reporting period. 

Note that there is not, as of now, an AHV for this Saturday, but there was one for last Saturday

Also note

Compared with the previous update, there was no mention of work at the Long Island Rail Road's Vanderbilt Yard or at the B3 (18 Sixth Ave.) tower.
