This is broker and developer hype, amplified by the real estate press.

There's a green wall between the limited open space directly behind--and to the north of--the building, and then two unbuilt development sites to the west. To the north is demapped Pacific Street and a railyard that needs a deck and vertical construction.

The building (aka B11) is at bottom right in the schematic, which shows the towers bordering the project's open space. Beyond B11, only B14, at the west of the same block, has been built.
