Coming at Fourth Avenue and Dean Street: another 12-story residential building. The big question still concerns Site 5.

Yes, Fourth Avenue near Atlantic Avenue (and the Barclays Center) continues to fill in with towers enabled by a city rezoning.

Tonight's Brooklyn Community Board 2 Land Use Committee meeting, at 6 pm (via Zoom) includes an informational presentation on a Mandatory Inclusionary Housing (MIH) application by RJ 4th AVE LLC for 52 Fourth Avenue, at the southwest corner of Dean Street.

From CB 2:

The proposed 12-story residential building would consist of 79 total units; 19 units designated for low-income tenants pursuant to the Inclusionary Housing Program (IHP), and 1 unit designated for moderate-income tenants pursuant to Option B of the 421a Tax Exemption Program. The 677,030 ft2 residential portion of the building includes an indoor recreational facility on the first floor. Construction is anticipated to start late 2022, with full occupancy by late 2024.

Note that 25% affordability under IHP suggests an average of 60% of Area Median Income (see fact sheet at bottom), meaning maximum incomes, as of 2022, of $56,040 for 1, $64,080 for 2, $72,060 for 3, and $80,040 for 4. It's likely AMI will have risen by 2024, when the building is supposed to open.

While the statement said construction is anticipated to start, it's clear from a visit to the site that work of some sort has begun.

As shown in the photos at left and below, this is filling in a row of similarly sized buildings marching south, with even steadier clusters a few blocks to the south.

About Site 5

While there are two similarly-sized towers to the north, closer to Atlantic Avenue, those buildings, 35 Fourth Avenue and 561 Pacific Street, are 16 stories and 12 stories, respectively.

The big question regards Site 5, the Atlantic Yards/Pacific Park parcel borded by Atlantic Avenue, Fourth Avenue, Flatbush Avenue, and Pacific Street, longtime home to the big-box stores Modell's (now closed) and P.C. Richard.

The City Planning Commission in 2006 successfully recommended the planned building there be cut to 250 feet and 440,000 square feet, citing its role as a transitional block, bordering row houses at the south. In 2016, developer Greenland Forest City Partners floated plans for a two-tower project, rising 785 feet and with more than 1.1 million square feet, thanks to the transfer of bulk from the unbuilt Miss Brooklyn, the tower once slated to loom over the arena. 

Plans for that parcel are still percolating.
